Baby Bangs

Its the small bangs!
I have no other way to describe my problems except that I have excessive baby bangs underneath my fully grown bangs. They continue to grow in layers upon layers. Is there anyway to counteract this?! Is this some strange genetic trait? I've never seen anyone with this before!
