The way you go about it depends on how much regrowth you have. If the blonde highlights were done recently, you can simply use a semi-permanent color in a reddish shade over top and it will deposit some red on the blonde pieces, giving you red lowlights. It might be a good idea to mix the red with a dark golden blonde color to prevent it going too bright as the blonde pieces are lacking those pigments. You may want to weave out the blonde pieces only and apply the red to them using foils to separate them from the rest of the hair so that you are not depositing the red onto your natural brown sections.

More on using foils

If the highlights are nearly grown out, then you will need to have red lowlights foiled in, using a permanent color formula so that it will lift the brown slightly and deposit red. In this case, be careful of the red you use as the lifting will bring out the underlying orange pigments in your natural hair and go extra bright so use a red that has some brown in it. And you might need to use a brown semi-permanent to cover up the remaining blonde highlights.

Either way, you'll get the best results by going to a colorist and having it professionally done. When there's existing color, it adds to the variables that effect the outcome. A pro will (or should) know how to assess the possibilities and control the outcome.

Hope this helps,
