Fluffy, staticky mess following heat damage

My hair is very light, thin, dry, frizzy, and fluffy. Above all, it defies gravity. It is not heavy in the sense that it cannot really be whipped about and it doesn't fall straight down nicely, the way one imagines with straight, think, long hair. That would be because my hair is neither thick, nor straight. It is shoulder length, curly/wavy, though a lot more curly. It suffered a lot of heat damage several years ago due to prolonged straightening, and it started to fall out a lot. It used to be really thick and wavy, not at all curly. I cut it and stopped straightening it, but it grew out in the way I've described above, and that I cannot manage very well. I have no idea what to do with it and I hate it. It doesn't feel like normal hair.

It's been around 5 years, and somehow, I don't think my old hair is coming back anymore. Even if it doesn't ever become what it used to be like, I want at least hair that feels like normal hair, that at least is somewhat heavier, healthier, and somewhat moves in accordance with the laws of gravity. I hate this fluff. I am jealous of all my friends' normal hair. Help!
