Hair toner washing out

I wanted my blond highlights toned down so the haidresser used a toner. For the first few days my hair was really dark, to dark actually! Within a week the hair had turned colour and almost back to how it was. Does anyone know why this is? Does a toner just wash out?

toners are like a semi permanant color but the more you wash your hair the more it comes out go back to salon and have her put a permanant color in and don't wash as much. this happens to me also .
