i would like to dye my hair and go blonder (ash blonde) and cut it really short with a bold fringe but would it suit me?

You seem to be a fashionable young lady and I think a cut for you that would stay in fashion as it grow out etc.. Get A Razor Cut,NOT Scissors,, and shag it with 'points' all over your head and you still keep most of the length,, that way you can part your bangs on either side, pull it back and the texture would be amazing! the color well, I think you have the right idea, not really an all over color but more of a highlighted look,, check out L'Oreal,, also to be sure,, ask the same questions on other sites also and get a consensus,, good luck
