how to tone down blonde hair?

my mums hair is fairly blonde and she fancys a change, iv used darker blondes the past few times but they havent lasted long or made much differance. she doesnt want to go too dark would u suggest using darker blondes a bleach and then a toner on the rest? i want to achieve a caramel colour but still with lighter shades in? if so what shade toner also she has short hair thanks
