well, 1) buzz cut & dye it lighter 2) get a RAZOR cut 3) spike it
it seems you have thin hair, few options.. you are young so I think you can pull off some of the 'hip/cool' cuts,,ATTITUDE is all it is when it comes to wearing a new cut.. what type of person are you? you WILL get attention if you go blonde.. are you into guy fasj=hion and trends? you handsome do it man! good luck
