Permed Hair that won't curl

I recently got a perm (spiral). I have long, kinda thick hair so they said the a spiral perm was my only option. However, I have not been able to actually get it to curl. It looks like someone had a broken crimper and I lost the bet.
I condition, air dry, and use a spray gel (and Frizz-Ease) but no matter how much I scrunch, or try to shape my hair, I do not have curls. Any suggestions. This is only my second perm ever and my first one was perfect. I'm planning on cutting it to layer it some more, but I'm afraid that even that won't help. It seems to be straight in some parts and "crimpy" in others, but definitely NOT curly. HELP Help HELP
